Manager overload

Manager overload is the condition in which a frontline manager carries more decision rights, escalations, approvals, and direct reports than the system has structurally provisioned for, with the predictable result that decisions slow, approvals queue, and the team experiences it as the Frustration Condition.

Manager overload is a structural diagnosis, not a personal one. It describes the gap between what a manager has been given the time, authority, and information to do and what the operating model expects of them. It is a property of how roles, spans, and decision rights are designed, not of how hard the manager is working.

Operationally, overloaded managers exhibit a recognisable pattern: decision queues lengthen, 1-1s shorten or move, approval loops appear in the manager's own work, and the team's open-text frustration shifts from the work itself to the time it takes to get a yes. The Frustration Condition Tracker frequently surfaces manager overload as a Decision Bottleneck or Approval Loop cluster, with Role Ambiguity as a secondary tag.

The intervention is rarely "work harder" or "prioritise better". It is to reduce inbound decisions (delegated decision rights), to compress approval chains, or to widen the manager's span only after the structural levers above have been pulled.
